      <image:caption>L’audit sur l’équité mené par le Knowledge Network révèle l’ampleur des inégalités raciales Après plus d’une année d’intense travail de promotion et de défense des droits, le Vancouver Asian Film Festival (VAFF), le Racial Equity Screen Office (RESO) et l’Association des documentaristes Doc Canada se réjouissent de la diffusion publique des conclusions de l’audit sur l’équité raciale mené par le Knowledge Network (KN) de la Colombie-Britannique. Le rapport fournit des preuves quantitatives irréfutables de ce que beaucoup ont personnellement vécu : l’inégalité raciale flagrante du financement qui règne chez l’unique diffuseur de la Colombie-Britannique financé par la province. « Ces chiffres impliquent le Knowledge Network dans un système d’injustice raciale qui a entravé la carrière d’une génération de cinéastes autochtones, noirs et racisés, a déclaré Nilesh Patel, membre du chapitre Colombie-Britannique, Yukon et Territoires du Nord-Ouest de la Documentary Organization of Canada et directeur exécutif par intérim du Racial Equity Screen Office. Le Knowledge Network a mis les narratifs menés par des Blancs au cœur d’un déni éhonté des terres autochtones que nous occupons et des personnes autochtones, noires et racisées qui vivent là. Le temps est venu de donner une place centrale au travail appartenant aux créateurs autochtones, noirs et racisés, et d’investir dans les producteurs autochtones, noirs et racisés. » Pour la période de sept ans – allant des exercices 2015-2016 à 2021-2022 - couverte par le rapport, seulement 34 150 $ (1,7 %) des 2 054 millions de dollars de financement avant licence ont été dépensés pour commander des œuvres à des sociétés de production appartenant majoritairement à des personnes racisées. Aucune commission n’a été versée à des sociétés de production appartenant majoritairement à des Autochtones. Pendant cette période de sept ans, le Knowledge Network a investi 98,3 % de son financement avant licence, soit l’équivalent d’environ 2,02 millions de dollars, dans des sociétés de production non diversifiées appartenant à des Blancs. Sur les cinquante prélicences du deuxième créneau financées par le Knowledge Network entre les exercices 2015-2016 et 2021-2022, seulement 18 % ont soutenu des sociétés de production appartenant majoritairement à des personnes racisées. Et seulement 4 % des prélicences du deuxième créneau ont appuyé des sociétés de production appartenant majoritairement à des Autochtones, 78 % des prélicences étant attribuées à des sociétés de production non diversifiées. « Nous avons le cœur brisé pour tous ces cinéastes de la communauté BIPOC à qui leur propre diffuseur a fait sentir pendant ces sept années, et sans nul doute celles d’avant, que leurs voix et leurs histoires ne présentaient aucun intérêt ou n’étaient pas assez captivantes, a ajouté Barbara Lee, fondatrice du Vancouver Asian Film Festival et du Racial Equity Screen Office. Nous savons que le Knowledge Network n’est pas le seul en cause et nous lui avons gré d’avoir eu le courage de dévoiler l’ampleur des torts qu’il a causés. Il ne s’agit-là que d’un cas de racisme systémique à l’œuvre où l’on ne peut pas jeter le blâme sur un seul, mais où il faut tenir tous ceux qui font partie du système responsables et imputables des torts qui ont été causés aux communautés sous- représentées. À l’avenir, la seule solution est que les diffuseurs municipaux, provinciaux et fédéraux bénéficiant d’un soutien gouvernemental fixent des cibles spécifiques en matière d’équité pour les commandes, l’octroi préalable de licences et l’acquisition. » - Barbara Lee, VAFF et RESO L’audit sur l’équité raciale du Knowledge Network est accompagné d’un plan d’action qui sera mis en œuvre cette année afin de commencer à donner suite aux conclusions désespérantes du rapport, notamment : 25 % des longs et courts métrages documentaires originaux du Knowledge Network seront commandés à des sociétés de production autochtones indépendantes en Colombie- Britannique 50 % des longs et courts métrages documentaires originaux du Knowledge Network seront commandés à des sociétés de production indépendantes en Colombie-Britannique dirigées par des Noirs et des personnes de couleur (BPOC) Des recoupements d’autres groupes en quête d’équité seront appliqués à toutes les commandes du Knowledge Network afin d’assurer la représentation des femmes, des personnes en situation de handicap et de la communauté LGBTQ+ Une meilleure accessibilité sera offerte en priorité aux spectateurs en situation de handicap, notamment visuel Des données basées sur la race et désagrégées (p. ex., âge, sexe, handicap) seront recueillies « Ce rapport est le fruit du travail colossal accompli par Barbara Lee, du Vancouver Asian Film Festival, et moi-même, ainsi que le Conseil du chapitre Colombie-Britannique, Yukon et Territoires du Nord-Ouest de la Documentary Organization of Canada, avec le soutien du bureau national de la Documentary Organization of Canada et de la CMPA-BC.       <image:caption>RESO Responds to Knowledge Network’s Change in Leadership After the events of 2020, when corporations, broadcasters and media companies one by one acknowledged their complicity and harm they have inflicted on the Indigenous, Black and racialized communities, Knowledge Network remained conspicuously silent. This led to the Vancouver Asian Film Festival, the Racial Equity Screen Office, and the Documentary Organization of Canada BC I YT I NT chapter’s first letter to advocate for an independent racial equity audit of Knowledge Network’s commissioning and acquisitions practices and funding recipients. Knowledge eventually chose their own independent auditing company without our input to complete this work. In November of 2021, after 8 months of advocacy, we were made aware of the massive racial inequities that had been uncovered by the audit and already shared with the President and the Board of Knowledge. Then, in February of 2022 this report was made public along with a mandate from the Government of British Columbia to move forward in reforming the crown corporation’s systemic racism in its commissioning, acquisition and the organization itself. Since the report’s release the board led by its Chair has continued its silence and Rudy Buttignol, the President of the Knowledge Network, has even called into question the very veracity of the independent report they themselves commissioned. This disregard and obfuscation has erased all confidence for us at the Racial Equity Screen Office and the greater racialized film community that the rampant racial inequity would be taken seriously and that any attempts to implement the mandates would be woefully inadequate and the harm inflicted on our communities by this agency would continue. Although the news of the recent resignation of Mr. Buttignol was inevitable, we had hoped in this moment of transformational change, he would have lent his guidance, experience and relationships in our insular industry to do this important work. However, we do understand that this complex and nuanced work is difficult and not for everyone and we thank him and those that recognize their own limitations for stepping aside so as to allow space for others that can answer this call to action for sustained and equitable transformation. We hope the board of KN will commit to working closely with the community at the ground level of decision making to ensure that systemic racist practices both conscious and unconscious that have prevailed in the past are not continued into the future. Broadcasters across the country are watching Knowledge Network’s next steps and we in British Columbia have an incredible opportunity to be BOLD and show the rest of Canada how racial equity and inclusion can benefit the entire broadcast and media ecosystem for all and not just a few..       <image:caption>After over a year of intensive advocacy work, the Vancouver Asian Film Festival, the Racial Equity Screen Office and the Documentary Organization of Canada are pleased to see the public release of the racial equity audit of British Columbia’s Knowledge Network (KN). The report provides stark quantitative evidence to what many have experienced personally: the gross racial inequity in funding at British Columbia’s sole provincially funded broadcaster. “These numbers implicate Knowledge Network in a system of racial injustice that has hampered the careers of a generation of Indigenous, Black and racialized filmmakers. Knowledge Network has centred white-led narratives in a brazen dismissal of the Indigenous lands that we occupy and the Indigenous, Black and racialized peoples who live here.  It is time to centre work owned by Indigenous, Black, and racialized creators, and to invest in the Indigenous, Black, and racialized producers,” states Nilesh Patel of the Documentary Organization of Canada’s British Columbia, Yukon and Northwest Territories Chapter and Interim Executive Director of the Racial Equity Screen Office. In the seven year period covered by the report - from fiscal 2015/2016 to 2021/2022 - only $34,150 (1.7%) of the $2.054 million dollars of prelicense funding was spent on commissioning works from majority racialized owned production firms. Zero percent of commissions went to Indigenous majority owned production firms. This seven year period saw Knowledge Network invest 98.3% of its prelicense funding, equal to approximately $2.02 million dollars, to white-owned, non-diverse production firms. Of the fifty 2nd window prelicenses funded by Knowledge Network from fiscal 2015/2016 to 2021/2022, only 18% supported majority racialized owned production firms. Additionally, only 4% of second window prelicenses supported majority Indigenous owned production firms, with 78% of prelicenses given to non-diverse production firms. This is just one example of systemic racism in action where the blame can not be cast on one, but everyone in the system should be held responsible and accountable for the harm done to underrepresented communities. Knowledge Network’s  racial equity audit is accompanied by a plan of action that will be implemented this year, in order to begin to address the distressing findings of the Report. This includes: 25 % of Knowledge Original documentary features and shorts will be commissioned from B.C. independent Indigenous production companies  50% of Knowledge Original documentary features and shorts will be commissioned from B.C. independent Black and People of Colour (BPOC) led production companies   Intersections of additional equity deserving groups will be applied across all of Knowledge Network’s commissioning efforts to ensure representation of women, people with disabilities, and LGBTQ+        Prioritizing better accessibility for viewers with disabilities, including visual impairment.       <image:caption>On November 24, RESO was invited to present at pivotal CRTC hearings in Ottawa. Alongside colleagues from across Canada, RESO advocated for redefining "Canadian Content" and outlined a comprehensive strategy for inclusive investment in the media industry.  Representing RESO was Barbara Lee, Founder and Board Chair. RESO emphasized the urgency of addressing historical underrepresentation and marginalization of Black and racialized communities in decision-making roles. Redefining Canadian Content RESO's call for redefining "Canadian Content" aligns with a historic shift towards greater systemic inclusion outlined by organizations such as CISF, BSO, BIPOC TV and Film..  The aim is to create a media landscape that authentically reflects the diverse voices and experiences that make up the Canadian cultural mosaic. Strategic Investment Approach In a groundbreaking move, RESO proposed a strategic investment approach, advocating for a portion of the Base Contribution amount to be directed to specific initiatives before distribution to the Canadian Media Fund (CMF) and mainstream Certified Independent Production Funds (CIPFs).  These initiatives include: 1. $20 Million Annual Direct Contribution to CISF for BPOC Productions RESO prioritizes a direct annual contribution to the Canadian Independent Screen Fund (CISF) to support Black, People of Color (BPOC) productions, emphasizing a departure from the conventional CIPF model. 2. Core Funding for BPOC Service Organizations Recognizing the importance of infrastructure and capacity-building, RESO calls for core funding for key national and regional organizations that empower BPOC creatives and production companies, fostering opportunities and providing essential training. 3. Discovery and Promotion Fund for Black and Racialized Content RESO advocates for a dedicated fund to discover and promote Black and racialized content, ensuring visibility and recognition within the industry. 4. Support for ISO and BSO CIPFs: RESO expresses support for CIPFs focused on Indigenous, Black, and Racialized creators, recognizing their unique role in fostering diversity in Canadian media. Mandatory Racial Equity Targets RESO firmly recommends the establishment of mandated minimum racial equity targets of 35% for existing funds within the current system.  This includes CIFPs, CMF, Telefilm, NFB, and traditional broadcasters.  The goal is to accelerate progress and rectify historical underrepresentation and marginalization of Black and racialized communities. The Economic Potential of Racialized Diaspora Communities RESO's presentation emphasized the economic potential of Canada's racialized diaspora communities.  With roots across continents, these communities are a wealth of untapped stories and content waiting for the right investment, incubation, and development.  RESO envisions Canada's screen industry, though relatively small, finding global audiences with adequate investment, showcasing fresh yet familiar stories to the world. RESO's vision for a transformed Canadian media landscape is a call to action for industry stakeholders, policymakers, and creatives alike.  By embracing inclusivity and strategic investment, Canada has the opportunity to lead on the global stage, exporting diverse Canadian content that resonates with audiences worldwide.
